Transportation Terrorism
By Reporter: Meryl Conant
News 2 Charleston
Buses in our public transportation
system often drive by the military
facilities scattered in the
Lowcountry and the ports at our
harbors. That is one reason why a
transportation terrorism expert has
spent the last couple days training
local officials.
“Public transportation is a very
favorite target of terrorists,”
explained Dr. Phyllis McDonald, who
travels around the country teaching
transpiration officials and police
officers how to prevent an attack
and respond in case one strikes.
“You don’t prepare scenario by
scenario but you do do a general
preparation so you can respond to
almost any kind of emergency or
hazard. Whether a terror attack, a
bomb going off on a bus or a
hurricane, everyone is working
together.”
For the last two days, the
Charleston Area Regional
Transportation Authority, or CARTA,
and its local law enforcement
partners have trained together.
“So all agencies come together,
practice together and drill together
and prepare together for any
situation that may occur in a
community,” Dr. McDonald explained.
CARTA Executive Director Howard
Chapman says the sessions have given
them invaluable insight.
“Teaching us how to think like a
terrorist if you will so we can be
proactive in plans for what might
happen in the future,” Chapman said.
Part of this training also is
encouraging CARTA to teach bus
drivers and riders the kind of
suspicious activity they need to be
on the look out for every day. After
all, experts say the attacks which
get interrupted usually are spotted
by every-day people.
The training program is funded by
the Department of Transportation.

Ehrhardt
Elementary School Fourth Grade Class
Winners of Bamberg County Transit
System Contest
A very excited group of fourth grade
students at Ehrhardt Elementary
School are looking forward to the
introduction of the new Bamberg
County Handy Ride transportation
system to be held on Monday, May 1,
2006. Accompanied by their teachers,
Mrs. Alicia James and Mrs. Laurine
Varnadoe, the students will be
honored as the first place winners
of a contest to help determine a
name and image for the newest
coordinated transit system in South
Carolina. Second and third place
winners Wade Delle Moody and Marion
Kelly, as well as honorable mentions
Errand Henry and Ed Moody will also
be honored at the event.
The celebration is scheduled for
10:00 a.m. on the grounds of the
Bamberg County Courthouse and will
be attended by many dignitaries,
elected officials and members of the
general public including special
guest US Congressman James E.
Clyburn, Jr. Confirmed speakers will
include: Nela Gibbons, Lieutenant
Governor's Office on Aging, Earl
Brown, Deputy District Director
representing U.S. Congressman Joe
Wilson; John Hardee, Transportation
Commissioner; Dr. Leola Adams,
Interim Director, COET, South
Carolina State University; Danny
Covington, Chairman, Lower Savannah
Council of Governments; and Mr.
Thomas Heyward, Chairman, Lowcountry
Regional Transportation Authority.
The event will also include
refreshments, prize drawings,
displays provided by a number of
local agencies, and a special
mystery guest "star" you won't want
to miss.
Attendees can park behind the
Library, or take advantage of two
park and ride shuttles located at
the Disabilities and Special Needs
facility, 16533 Heritage Highway,
Denmark and the Bamberg Council on
Aging, 398 Log Branch Road, Bamberg.
To ensure that everyone arrives at
the event on time, the shuttles will
leave for the Bamberg County
Courthouse promptly at 9:30 a.m.
According to Connie Shade, Assistant
Executive Director of the Lower
Savannah Council of Governments,
"Over the past twelve months, a very
dedicated group of volunteers,
agency representatives and elected
officials have been diligently
working to find a solution to the
lack of public transit in Bamberg
County. Transit services to jobs and
health care for residents without
access to a car or even with a
driver's license will have a
tremendous impact on improving the
statistics of the County and will
encourage growth and economic
development. This group, with the
help of Lowcountry RTA and the Lower
Savannah Council of Governments,
identified the barriers to
transportation and developed a
unique approach to the problem."
Handy Ride, the sister-system to the
Allendale County Scooter, will use
empty seats on existing agency
vehicles to provide better
transportation options for the
citizens of Bamberg County. Vehicles
from the Allendale and Bamberg
systems will be used to expand
transit opportunities for residents
of both counties. Agency cooperation
has made it possible for these seats
to be filled by the general public
through the sale of reasonably
priced tickets. The tickets can be
purchased at the Bamberg Council on
Aging, Bamberg County Disabilities
and Special Needs, Denmark Town
Hall, and Ehrhardt Town Hall.
Funding for the system has come from
various sources such as Bamberg
County, the James E. Clyburn
Transportation Center at SC State
University, and the South Carolina
Department of Mass Transit.

LRTA Gets New Buses
Congratulations
to LRTA on the arrival of their new
buses. The arrival was marked by a
ribbon cutting ceremony held in
Bluffton, SC on November 16, 2005.
The Lowcountry Regional
Transportation Authority has not
received new heavy-duty transit
vehicles for over twelve years which
made the recent delivery of four new
MCI commuter coaches an event to
celebrate. Over 200 officials,
supporters, and customers of the
Lowcountry Regional Transportation
Authority (LRTA) were out in force
on Wednesday, November 16, 2005 to
celebrate the arrival of the
vehicles at a ribbon-cutting event
held in Shults Park Community Center
in Bluffton.
"Many of our customers spend
two-to-four hours a day on the bus
traveling to and from their jobs at
Hilton Head and the surrounding
area. The new MCI coaches will
definitely make the trip much more
comfortable" stated LRTA Executive
Director Rochelle Ferguson. The
smooth-riding American Classic motor
coaches are equipped with individual
air controls, reading lights,
reclining seats, two wheelchair
positions and a lift with a
power-sliding door. As an added
feature customers will also be
treated to an occasional movie as
the buses come equipped with
TV/VCR/DVD equipment. The new buses
were purchased with funding provided
by the Federal Transit
Administration, South Carolina
Department of Transportation, and
local governments including the Town
of Hilton Head Island, Allendale
County, Beaufort County, Colleton
County, Hampton County, Jasper
County, and the Hilton Head Island
Foundation.
Co-sponsored by the Hilton Head
Island and Beaufort Chambers of
Commerce the big celebration
included speakers Glennith Johnson,
Deputy Director of Mass Transit with
the South Carolina Department of
Transportation; Ted Felder, special
assistant to United States
Congressman Joe Wilson, Hilton Head
Island Mayor Pro-Tem Ken Heitzke,
Bluffton Mayor Pro Team Jacob
Preston and LRTA Road Supervisor
Jack Debore who has worked for the
LRTA for over 27 years. LRTA Board
Chair, Thomas Heyward told the
audience, "These beautiful 40-foot
buses are an early holiday gift to
the LRTA's loyal customers and to
the community as a whole. We wanted
to do something really special to
introduce the new vehicles and let
everyone know they will travel in
real safety and comfort when they
ride with the LRTA."
The 200 attendees enjoyed a catered
meal, registered for door prizes
donated by local businesses and
music by the Bluffton Bobcats High
School band. Gold Transit Passes and
a dozen roses each were also
presented to long-time LRTA
customers Christine Holmes and Janie
Antley.
Established in 1978 under the
Regional Transportation Authority
Law, the Lowcountry RTA serves
Allendale, Beaufort, Colleton,
Hampton and Jasper Counties with
eight year-round commuter routes,
five shuttle routes, five
contractual routes and two demand
response routes in Hilton Head
